Support Materials - EPA(M) users unable to view support materials.

Overview

Fixes a bug for support materials, seen by EPA(M) users.

Changes to Functionality

It was not possible for an EPA(M) user to view the support materials page, post go live of 5.32.0 - this ticket resolves that issue.

It was also possible for some users to view previously deleted support materials - this should no longer occur.
